Theorycrafted before the WoW Forever beta (September 17, 2026). The leveling plan follows the proven Classic leveling builds, the talents use the pre-release WoW Forever trees on this site, and ability levels quoted from Classic may differ in Forever. Expect updates once the beta is testable.

Overview

Levels 10–40 · Restoration Shaman, solo questing and grinding.

Classic guides treat Restoration as the slowest but safest way to level a Shaman: you melee with Rockbiter Weapon and a shield, cast shocks, and heal yourself through fights that would kill other specs. The Forever tree makes this style much better. Water Shield is a new talent that restores mana whenever a spell or attack hits you, which is exactly what happens in melee. Tidal Focus now also gives 5% hit with attacks and spells, and Healing Focus stops those same hits from interrupting your heals. Totemic Focus makes totems cheap enough to drop every fight. The build stops at 40, where you either continue into Healing Way and Riptide for dungeon healing or respec into Enhancement.

Why this build

  • Very hard to kill: fast, uninterrupted Healing Wave, Nature’s Swiftness for an instant heal, and Improved Reincarnation’s extra health.
  • Mana while tanking: Water Shield globes give back 2% of your mana when you are hit.
  • Heals dungeons with no respec: the same talents make you a solid group healer.

Weak spots

  • Slowest kill speed of the three Shaman guides, especially before Windfury Weapon (level 30 in Classic).
  • No Lightning Shield damage: Water Shield and Lightning Shield cannot be active together.
  • Stops at 40: later levels are faster with Enhancement or Elemental.

  • Levels 10–14 · Improved Healing Wave 5/5 — Healing Wave casts 0.5 sec faster.
  • Levels 15–19 · Tidal Focus 5/5 — Heals cost 5% less mana, and +5% hit with all spells and attacks.
  • Level 20 · Water Shield 1/1 — Globes of water restore 2% of maximum mana when you are hit or crit with a heal; replaces Lightning Shield.
  • Levels 21–23 · Healing Focus 3/3 — 69% chance to avoid interruption from damage while casting a heal.
  • Levels 24–25 · Improved Reincarnation 2/2 — +4% maximum health, a shorter Reincarnation cooldown and more health and mana when you use it.
  • Levels 26–30 · Totemic Focus 5/5 — Totems cost 25% less mana.
  • Level 31 · Nature’s Swiftness 1/1 — Your next Nature spell under 10 sec cast time is instant.
  • Levels 32–36 · Thundering Strikes (Enhancement) 5/5 — +5% crit with spells and attacks.
  • Levels 37–39 · Mental Dexterity (Enhancement) 3/3 — Attack power equal to 99% of your Intellect.
  • Level 40 · Mindfulness 1/3 — 17% of your mana regeneration continues while casting.

  • Level 19 · Tidal Focus 5/5: +5% hit and cheaper heals.
  • Level 20 · Water Shield: mana back every time you are hit in melee.

  • Level 30 · Totemic Focus 5/5: totems cost 25% less, just as Reincarnation arrives in Classic.
  • Level 31 · Nature’s Swiftness: an instant Healing Wave or Lightning Bolt when you need it most.
  • Level 36 · Thundering Strikes 5/5: more melee crits.

How to pull and kill

  1. Put on Water Shield and Rockbiter Weapon (Flametongue once it deals more), then pull with Lightning Bolt.
  2. Drop Stoneskin or Searing Totem when the mob arrives; Totemic Focus makes them cheap enough for most fights.
  3. Melee and use Earth Shock to interrupt casters or finish a low mob. Water Shield refunds mana while you take hits.
  4. Heal with Healing Wave when you drop to about half health; Healing Focus stops the mob from interrupting it.
  5. In trouble, Nature’s Swiftness into Healing Wave for a full instant heal, then finish the fight.

Leveling tips

  • Weapon and shield: a one-handed weapon with a shield keeps you alive; the extra armor matters more than the lost damage for this build.
  • Healing Stream Totem (level 20 in Classic) is free healing on long fights and multiple mobs.
  • Gear: Intellect and Stamina; Mental Dexterity converts some Intellect into attack power.
  • Dungeons: you are a welcome healer in The Deadmines (18–24), Blackfathom Deeps (25–31) and Razorfen Kraul (30–36).
  • Zones: Durotar, Mulgore or the Barrens to 20, Silverpine Forest and Hillsbrad Foothills to 30, Arathi Highlands and Thousand Needles to 40.
  • Professions: Herbalism and Alchemy give cheap healing and mana potions for emergencies.

After level 40

At 40, respec using the Enhancement Shaman leveling guide for faster solo kills, or keep healing: add Healing Way and Riptide, then Purification.
